I worked with David Frolio for a number of years at the GSMA, where he was instrumental in the set-up of our 501(c)(3) foundation status, and the contract work for all our projects with partners such as DFID, USAID, the Bill & Melinda Gates Foundation and Omidyar Network. This work straddled both private for-profit partners and public charitable status foundations, so the legal work was bespoke and required a unique sensitivity to both public and private concerns. David navigated this space effortlessly. There were also several quite complicated legal matters that absorbed him over the period, including establishing agreements with both PIR and IETF governing future operations; the possible sale of a large asset and creation of an endowment; the establishment of a separate Internet Society Foundation to handle long-term charitable funding requests; and the complex and often vexing matter of how our global, mostly-volunteer organization should comply with the European General Data Protection Regulations. In all of this, David worked effectively and deftly both with our employees and our large, highly opinionated community from many jurisdictions. Speaking personally, my own tenure in this job would have been vastly more difficult without his wise and helpful advice.
